The growth and distribution of SMEs at the local level has been limited due to problems with the product and factor markets and the regulatory system in which they operate. Based on these issues financial facilities, physical infrastructure, technical knowledge, legal framework, access to information and advice, market access, business development services, industrial relations and labor law, intellectual property rights, technical and management skills, relationship building and environmental issues. As well as short-term capacity building training in entrepreneurship, marketing, technical and financial management, financial assistance, market facilitation and other enterprise development services and follow-up services.
